I have no inside information here – just reading this article and filling in the very obvious missing pieces.

Step 1
Microsoft improves VirtualPC. VirtualPC will ultimately ROCK ROCK ROCK on Mac OS/X. Within a year we will have a VirtualPC that will be so sweet, that no one will want to dual boot. The agreement here is effectively that once VPC works really well, Microsoft will still support their mac versions of Office even after 85% of the Mac users use Word under VPC. But after 5 years, it is over.
One of the MAIN REASONS to use Dual core is so that VPC runs perfectly – think about it.
Step 2
Microsoft will want to make this all work eventually. Why not? Sell more operating systems.
