I too am optimistic about Blackboard. The Blackboard conference itself this year contained a number of elements, like your representation of the goals of IMS Global and like the presence of SCT Sungard (such a weak partner in the past 2 years that they weren't even present at the last two conferences), that indicate too me the weather vane at Blackboard has swung in a whole new direction. One which is not so much hype and more of the action its clients want to see.

Robert, one more thought. Just so you know the current IMS Learning Tools Interoperability work can trace its roots back to WebCT PowerLinks. PowerLinks was the inspiration for the original IMS Tools Interoperability Spec which we started back in 2004. Good ideas stick around :)

Robert, thanks for the comment. Back in the pre-acquisition days, both WebCT and Angel were more aggressively pursuing standards than Blackboard - both in standards development and in getting support for standards in their products. And even now, D2L made it to market with support for Common Cartridge and Basic Learning Tools Interoperability before Blackboard. D2L supported both back in November 2009 while Blackboard's announced support will be the end of 2010. Part of the thrust of my post is to look forward to a time where the whole market tries to be "the first to support a new standard". Of course that means that we will need to produce better standards, and produce those standards more quickly and have those standards address real engineering needs rather than simply being giant tree-killing tomes. Work is needed all around but the future feels pretty bright right now.

Prior to being absorbed by Blackboard, WebCT was starting to strive for "open standards, not open source" almost 8 years ago with support for IMS Quiz & Test Interoperability, IMS Content Packaging and IMS Enterprise in the WebCT Vista and Campus Edition product lines.
